Thanks for reaching out in Apple Support Communities. I understand you're having trouble accessing and playing Apple Music that hasn't been previously downloaded to iTunes on your Mac and you're having trouble on your iPhone as well. I also see that you've noticed a message 'making your iCloud Music Library available' but it never completes. I know it's important to have access to songs you haven't downloaded, I'd like to help. I'd recommend using the steps below on your Mac:
'Turn iCloud Music Library off, then on again
On your iPhone, iPad, or iPod touch:
- Go to Settings > Music, then tap iCloud Music Library to turn it off.
- Go to Settings > Music, then tap iCloud Music Library to turn it on.
On your Mac or PC:
- Open iTunes.
- Mac: From the menu bar at the top of your computer screen, choose iTunes > Preferences and deselect the checkbox to the left of iCloud Music Library.
- Windows: From the menu bar at the top of the iTunes window, choose Edit > Preferences and deselect the checkbox to the left of iCloud Music Library.
- Close Preferences.
- Mac: From the menu bar at the top of your computer screen, choose iTunes > Preferences and select the checkbox to the left of iCloud Music Library.
- Windows: From the menu bar at the top of the iTunes window, choose Edit > Preferences and select the checkbox to the left of iCloud Music Library.
If you have content downloaded to your device, it deletes from your device when you turn off iCloud Music Library. After you turn iCloud Music Library back on, you can redownload the content.

After you've followed the steps for iCloud Music Library and Apple Music on your Mac, use these steps on your iPhone and test:
- Close the Music App: How to force an app to close on your iPhone, iPad, or iPod touch
- Tap Settings > Music > iCloud Music Library; disable iCloud Music Library
- Restart iPhone: Restart your iPhone, iPad, or iPod touch
- Verify you have a good Wi-Fi or cellular data connection; Settings > iTunes & App Store > Cellular Data needs to be enabled to use with Apple Music.
- Re-enable iCloud Music Library from Settings > Music
- Open Music app and test
